SUMMARY OF BOROUGH OF HANOVER COUNCIL MEETING HELD ON APRIL 23, 2025

BOROUGH COUNCIL ACTIONS AND ANNOUNCEMENTS:
 
CIVIL SERVICE COMMISSION: Approval was granted to appoint Ray Nehmeth, Jr. to the Civil Service Commission for a term of July 1, 2025 to December 31, 2030 and Shawn Klunk, Alternate for a term of July 1, 2025 to December 31, 2030. 
 
SPECIAL EVENTS: Approval was granted for Resolution No. 1436 for the following special events allowing alcohol use and sales at Moul Field:

  1. Hanover Chili Cookoff on August 31, 2025
  2. Fall Fest on September 20, 2025
  3. Pride Fest on October 11, 2025
            
EMPLOYEE ASSISTANCE PROGRAM: Approval was granted to renew the Employee Assistance Program with UPMC Benefit Management Services.
 
WATER MAIN EXTENSION BOND FOR HIGH POINTE, LLC: Approval was granted to approve bond reduction to $25,000 for the Water Main Extension Bond for High Pointe, LLC Phase S-4.
 
DOWNTOWN CHRISTMAS EVENTS: Approval was granted for the following Christmas events for Saturday, November, 29, 2025 from 11:00AM to 7:00PM:
  1. Quadrant Closures (3) and closure of York Street, Center Square to Broadway
  2. Christmas Parade
  3. Santa Cabin Hours
  4. Tree Placement and Lighting
  5. Free Downtown Parking on Fridays and Saturdays from November 28, 2025 to December 27, 2025
 
JANITORIAL CLEANING CONTRACT FOR 33 FREDERICK STREET: Approval was granted for bid advertisement for the Janitorial Cleaning Contract for 33 Frederick Street.
 
CHANGE ORDER POLICY: Approval was granted for continuation of the Change Order Policy for 44 Frederick Street Public Safety Facility Project.
 
PROPOSED ZONING ORDINANCE AMENDMENT: Approval was granted to authorize the Borough Solicitor and the Department of Planning and Engineering to proceed with scheduling of legal advertisement and public hearings.
 
RESOLUTION FOR PRELIMINARY/FINAL LAND DEVELOPMENT PLAN CONDITIONAL APPROVAL: Approval was granted for Resolution No. 1435 for Preliminary / Final Land Development Plan Approval (for building addition), including associated SALDO Modification Requests for Shoe Orthodontics at 1191 Eichelberger Street.
 
FIRE CIVIL SERVICE RULES AND REGULATIONS: Approval was granted to adopt amendments as authorized by the Civil Service Commission Resolution dated April 7, 2025.
 
RESOLUTION FOR SUBMISSION OF WATER & SEWER GRANT APPLICATION: Approval was granted for Resolution No 1437 for submission of PA Small Water & Sewer Program Grant Application for Pump and Equipment Modernization Project.
 
CHANGE ORDERS FOR 33 FREDERICK STREET: Approval was granted for Change Order No. 045 for $891.00 for additional solid surface counter in the Community Kitchen.
 
CERTIFICATE OF SUBSTANTIAL COMPLETION FOR 33 FREDERICK STREET: Approval was granted for the Certificate of Substantial Completion for 33 Frederick Street.
